Why is there tension between the state and local levels of government? In what ways is this tension healthy for our political system overall?
One main reason why there is tension between state and local governments is due to the fact that local governments want their states to provide them with adequate funding and ample policymaking discretion. Local government want more power because local official feel confident in their abilities to govern. Another reason for tension between state and local governments are state mandates. From the perspective of the state government, mandates are necessary to ensure that vital activities are performed and desirable goals are achieved. However, officials at the local level tend to see state mandates as unnecessary and often costly. Local governments also believe that they should be reimbursed for the expenses in carrying out mandates. Tension between local and state governments is not necessarily a negative connotation. Tension between governments in a way is healthy because both governments must compromise and find a solution to fix the issue. Meaning they have to work together to find the best solution.
